I need help in a problem with running my forge.
Basically I have run a version of 1.6.4 for minecraft and played in my single player area.
I exited out and downloaded a forge and saved to my desktop, I click it and it starts up but 2 minutes into the loading it says
These libraries failed to download. Try again.
org.scala-lang:scala-library:2.10.2
So I can play normal minecraft but I would rather play on a pixelmon server battling wild pokemon.

The error code is: These libraries failed to download. Try Again.org.scala-lang:scala-library:2.10.2, org.scala-lang:scala-compiler:2.10.2
The 21 errors that result from this problem in Eclipse are a result of the libraries being missing. The download failure is something that is seen more commonly on macs than pcs for some reason.So here's how you may be able to fix it – just change the library number if it's different.
This will download a file named scala-library-2.10.2.jar. Save it somewhere where you can find it again.
Open your .minecraft folder, then navigate to libraries → org .
Inside the org folder, create the folder scala-lang.
Open the new scala-lang folder and create the folder scala-library inside it.
Open the new scala-library and create the folder 2.10.2 inside it.
Open the new 2.10.2 folder. Find scala-library-2.10.2.jar wherever you saved it in step (1), and put it inside 2.10.2.
Now double-check that all the folders are named exactly as above, with no extra letters, and no spaces before or after each folder name. Any errors will prevent the next step from working. Fix any naming errors you find before moving on.
Run the launcher and start Forge. When it gets to the point where it used to try downloading Scala, it should find the library you just manually installed and keep going.

I actually did spend the 10 seconds to look that up and it did NOT help.
I guess I should've mentioned I have a PC, with latest Java.
How can I do that when the folders are already created.
I go to my org folder and the scala-lang folder is there following everything else behind that.

download failure can mean not completely downloading it, aka its only a partial file, try deleting it and re-downloading it, or replacing it with the actual files

I've followed the instructions in this thread exactly.
I'm runing Windows 8.1,
I have the forge-1.6.4-9.11.1.965-installer
I've set up Minecraft fine, and I get the same message as above, and it also states that scala-compiler was not downloaded correctly.
I'm guessing there's one more step I'm missing out on?
