You will be forced to upgrade to the new launcher anyways, so it is pointless to not upgrade.
Also, I tested your JSON file on both the new and old launcher(both using latest version available), and it didn't work on either of them. It would bring up the error about the SHA-1 hashes being missing. However, it worked on an older version of the old launcher, meaning that something in the code of the launchers have changed.
I'm at a complete loss as to what is happening then; the only other thing I can think of is that you are using a different OS but that should not make a difference, especially with the current Java-based launcher since the exact same code can run on any platform (I'm using Windows 10). I do not see any other messages in the launcher other than the failure to download the jar.
Also, Mojang can't take away my right to play; if it comes to that I'll just find, er, other ways to play (among other things, MCP lets you play singleplayer without any restrictions other than random names/skins but I can just mod the main class so the game uses my name instead; since I only play singleplayer the lack of multiplayer doesn't matter. If they eventually drop support for pre-1.8 skins (already, you can't change skins for versions before 1.3.1) I can likewise replace the default skin with my own, which I already did so when the servers are down I still have it), not like they stand to lose money or anything if I do - but I do certainly stand to lose a lot if they updated the launcher one day, then I tried to play and my world was corrupted due to missing mods (imagine losing this much progress; check out the "minutes played").

For whatever reason I still do not have any issues even with the newest launcher that just came out; it does give a few warnings about missing hashes or unable to download files but it ignores them as it always has (no idea what the legacy json thing is, which is probably unrelated):

I'm new-ish to the modding world and all that I know is that it has something to do with the new launcher. (Mods I've downloaded don't work AT ALL; The game doesn't even recognize them as being in the mods file in the .minecraft folder. Can anyone help me?

Don't use the official launcher, it doesn't like modding very well. Use a 3rd party launcher like MultiMC, which allows you to create a Forge Installation or load 'jar' mods alongside a vanilla installation.
