This is the problem I keep deleting and reinstalling the Forge and after it is done I try to open it.

I am trying to download forge becuase I want to play on a 1.6.4 pixelmon server.
I played it before but the forge worked too before.
I think I did somthing wrong becuase it keeps saying when I try to open it.
"Cannot open"
" C:/Users/Gigabyte/Desktop/forge-1.6.4-9.11.1.965-installer.jar "
