I have a pretty stable FPS on my minecraft, usually around 60fps with vsync on. But when I look in a direction where my base is, it drops to around 30 fps at worst. Also while I am inside it and look around a lot, it is very annoying.
My specs are:
i5 2500k 3.3ghz
16gb RAM (8gb assigned for minecraft )
geforce GTX 660
SSD drive
I don't use shaders, antialiasing and anisotropic filtering. My render distance is set to Tiny, I use 1% of smooth lighting. Graphics set to fancy. I tried with advanced openGL on and off, also with different chunk loading methods. Smooth world and smooth fps do not help.
I do use mods, there are some cables and pipes and machines in my base but I don't think it is a reason for this because even when nothing is used the problem is still there.
Also, I think I managed to narrow down the search for problem to a large 9x8 railcraft tank full with lava, but I am not sure about this. There are some mekanism pipes attached to gregtech thermal generators. Lava is a source of light, could this be a problem? I am not sure about this because when I look little be away from the tank there is still choppiness. When I look in other directions it is super-fine.

Are my specs to low for this?
