Minecraft RAM Problem

So my laptop says it has 3GB of RAM available for use but when I gave Minecraft 1GB of RAM it already displayed that it's already using 100% memory.

Here is a photo of how much I allocated for Minecraft.

My laptop is an Acer Aspire E1 and you can search it and it has 4GB of RAM but it doesn't allocate it to Minecraft, MC only accepts 1GB of RAM even though I have 3GB available.

Guys please help me on how to fix this problem because MC can't load because I want 120 mods installed and when I load my world MC just automatically shuts down because of loss of memory.

I'm not 100% sure on how this works, but I would assume the problem is that the OS and other programs are using the remaining memory.

2 GB is used by the computer itself IIRC.
If your laptop is 32-bit it can't get more.
