Making a modded server is pretty much the exact same as making a modpack, you just copy the Forge universal into the server jar, add folders for config, mods, etc., add any mods you have in the modpack (Except minimaps, graphical mods (Like Optifine), etc.) and there you go. (I probably missed a few important steps... Just Google it...)
