OK in mine craft 1.6.4 and 1.7.2 i cant install forge it just doesn't work... when i try and use the installer it says a library is missing and i cant find anything that tells me how to install it manually, so does any one know how to install it manually or get the installer to work??
then you have to delet everything ou of you .minecraft folder and then creat a profile that you want to instal forge on. Then you have to run it so all of the manual files download into the .minecraft folder. Then go to the forge website where you get forge and then download the RECOMMENDED version. Then install it the way you did before ( the instaler version).

i already tried that (i tried just now as well) and with every version of the installer they have it says it cant find some library files that forge needs to download to work. i put them in the folder they need to go in but the installer couldn't find them.i just cant use the installer
I tried ClemensMine's method for 1.7.2, and it didn't work for me. I experimented with the Universal Build a bit, and I ended up finding a much simpler way that works. This way is very similar to the old mod installation, which I know I prefer. I hope this helps others who prefer manual installation as well.
I have only tried this for 1.7.2, but I am assuming it works with all 1.6 or later builds of Minecraft Forge.
Edit 1 (In Step 5, a more reliable way of renaming the forge .jar is to go to the Development Console tab after you complete Step 4 and use the name of the .jar it failed to download.)
Edit 3 (I have used variants of this method for 1.7.2, 1.6.2, and 1.6.4. The installation process seems to change slightly between versions and even builds. The directory for the forge .jar can be found in the .json located in the forge .jar. The name for the forge .jar can be found by the method in Edit 1. The JVM Arguments have changed, and the only way of finding out what the new JVM Arguments are is to check the Forge profile that you get from running the installer.
The instructions below are outdated, I will not be updating them, and I suggest you just run the installer. If you really want to install Minecraft Forge manually, Steps 1-3 should be the same for all versions, but you still need to find out the required JVM Arguments as well as the directory and name for the forge .jar. You will also need the libraries mentioned in Edit 2.)
Step 1 Select Profile/Clean Install
Select a profile you want to run forge on.
Just make sure you don't have any mods in your mods folder, and you should be fine.
To be safe, you might want to get a clean install(deleting your .minecraft, starting the launcher, and running the version you need).
Step 2 Install Minecraft Forge
Download the universal Minecraft Forge at http://www.minecraft.../board,3.0.html
Open the .jar with 7zip.
Open your minecraft .jar that you want to run forge on, and delete META-INF.
Drag everything from the forge .jar into your minecraft .jar.
Step 3 Renaming/.json editing
Open the .json located in the same folder as the minecraft .jar you are using.
Delete everything.
Open the .json located in the forge .jar.
Copy everything and paste it in the empty .json.
Copy the "id" and use this to rename your .json, minecraft .jar, and the folder containing them.
Step 4 Downloading Forge Stuff
Start your launcher.
Select your new forge .jar which should be located at the very bottom of the list.
Add these JVM Arguments: -Xmx2G -Dfml.ignoreInvalidMinecraftCertificates=true -Dfml.ignorePatchDiscrepancies=true
Save your profile.
Press Play.
It will download stuff, but it won't find the .jar that you have downloaded.
Step 5 Showing it where the .jar is
Move the forge .jar that you downloaded to .minecraft/libraries/net/minecraftforge/forge/(whichever version you downloaded).
Rename the forge .jar to the name of the folder you put it in.
Step 6 Play Minecraft
Start your launcher.
Press Play.
Have fun with minecraft forge

I was getting this error as well, before I downloaded the latest Recommended build for my version. Apparently they're forcing us to use the latest Recommended build, but you can still use whichever version you want as long as you have the latest Recommended build for that version.
its just pointing at the .minecraft folder is that right?? i tried pointing it to a few of the folders inside the . minecraft but still didnt work
