Cant Break blocks while running

I was playing Tekkit Classic and I noticed that I cant break blocks while running but if I stop I need to wait 2 seconds to actually start breaking blocks again. I tried vanilla minecraft and its the same thing... I Installed the sphax pure bdcraft resource pack for both and I don't know what to do and its annoying so help me!

I Have tried all other gametypes in the technic launcher and I cant break while running still and I don't have sphax on those??

It's probably because you're running, and there isn't enough time to break the block. Just a theory.
