Won't work due to code differences. That's why an official mod API is being worked on and why mods have to be updated from time to time.
To downgrade your Minecraft you need to open the launcher, click Edit Profile and under Use Version you can select whatever version you wish to use. If you have Forger installed and are using Forge mods then you will need to select the Forge profile that has been installed with it.
If not, how do I make my version 1.6.4?
