Ok, when I delete my .minecraft folder and redownload everything, it works just fine. As soon as I install Forge, however, bam! No sound at all, as in it continues to fail downloading the files. WTF? Here's what the dev console is spitting out:

Then it continues to constantly spit out errors saying it cannot download sound files such as whine.ogg, etc. citing a 'cannot connect to server, server responded with 503'-type error. Anyone else dealing with this horrible bug? I'm tempted to delete my entire .minecraft folder again and delete/re-download the launcher as well.
Edit: Hello? Does anyone else get an error like this?
I just took the Minecraft Noob test! Check out what I scored. Think you can beat me?!

Could be a problem on the forge end of things(servers are finicky).... how are you installing it? Try the installer if you are crashing manually and vise/versa

I am encountering precisely the same issue. I am running the same Forge version as mentioned above, for Minecraft 1.6.4. However, I am running Minecraft through an IDE called Eclipse (because I am a new modder, and Eclipse lets me develop my code).
Anyways, I currently have no sound. Originally, I could hear two sounds:
Pigs Oinking
Arrows sticking into Blocks (After shot by Skeletons)
The game specifically said in the console, during the install, that all of the sound files were being deleted due to failing an md5 check, or soemthing like that. Unfortunately, I didn't save the log, sorry! This was frustrating, so I tried to re-install Forge. After the re-install, I had NO sound at all, not even pigs or arrows as before.
So, instead of just directly re-installing, I went the hardcore route. I deleted EVERYTHING Minecraft from my computer. Forge, vanilla Minecraft, everything.
I re-downloaded and installed the same version of Forge (which came with Minecraft itself). The problem persists.
My conclusion is that the problem definitely must exist somewhere in the download of this version of Forge.
If anyone else can fix this problem, or is encountering it, please let us know. Hopefully we can all work this out.
Edit: My icon is also the Four Squares, as opposed to a Grass Block. Weird.
I just updated from 1.5.2 forge to 1.6.4. The old copy of 1.5.2 had and still has sound. 1.6.4 with forge added no sound. 1.7.4/latest from minecraft launched has sound. I did not see and message about deleting sound files...Anyone knows where the sound files are located and if 1.7.4 files would work in 1.6.4?

Don't click this link, HE is haunting it...
Weird, the icon changed from a crafting table to a strange four black rectangle icon. WTF is that supposed to represent?

Awesome and fulfilling,
But it could use a bit more.
I have the exact same thing with the icon being 4 blocks and no sound
