Forgive my ignorance...
I am the mother of a 6 year old boy who wants mods installed on minecraft worse than anything.
Problem is, I am just not adept enough to figure out how to do it.
When I try to download forge installer (after watching about 22 youtube videos) ...I keep getting an error message about libraries failed to download.
org-scala or something along those lines.
Is there anyone that can help or Skype with me? I so desperately want to figure this out by Xmas.
find the site with the forge downloads, then download the right version of forge, and install the client and put the mods in the mods folder and now you are using a mod

That's the problem, I have attempted to download and install forge and it keeps giving me an error message about being unable to download certain libraries
This is more an issue to be posted on the Minecraft Forge Forums, however I'll see if I can't try and help identify your problem here.
From your post, I am unable to tell whether you are able to successfully download Forge from their website or not. If so, then I presume your issue is installing Forge.
For that, delete your current .minecraft Folder, to insure nothing is corrupt. (You may backup any saves you wish to keep)
Launch a new Vanilla Minecraft 1.6.4 version through the Minecraft Launcher, then close the game, and the launcher.
Run the Minecraft Forge Installer. Path to your .minecraft Folder if it has not already done so, and hit install. If it works, then you're done installing Forge. If not, then there's nothing that can be done here, I would ask for help on the Minecraft Forge Forums or IRC. Though if it does not work it might have something to do with your internet provider preventing the download of certain files, or parental controls, though that's just a wild guess.
Also you can try to turn off your Firewall as it may be blocking Forge from accessing the files remotely and updating them to the computer. You will need to have internet access to run Forge for the first time.
