I've been having lots of issues with lag when opening my inventory or a chest or anything like that. I get a good 3-4 second lag spike before the inventory finally opens. I've also had this problem with placing/destroying blocks, it will lag out for a second after placing/destroying a block, and if I was placing a block, it will usually put 2 down instead of 1.
I'm running windows 7 and I just updated Java the other day, I've got Forge 1.6.4 installed, along with Codechicken Core, Forge Mod Loader, NEI+plugins, Tinker's construct, IC2, Forestry, and Natura. Now, my pc isn't exactly optimal for gaming, but I've played with more mods than this and never had this problem. Also, I don't think FML is the problem, because when I play on the client, I just choose the normal Forge client in the "Use Version" text box under "Edit Profile". Any ideas on what could be causing it/what I can do to fix it? Let me know if you need any more information.
Hmm.. the specs of your pc aren't exactly fantastic but you did mention that
Are you using any JVM arguments? Assigning more RAM or anything?
If there are any arguments, I'm completely unaware. I've heard assigning more RAM could be helpful, but I haven't looked into it that much, so I haven't done that either.

Specs:
Processor: Intel Core 2 Duo P7450 / 2.13 GHz
RAM installed size: 4.0 GB
Hard Drive: 500.0 GB -5400.0 rpm
OS: Windows 7
Graphics Processor: Intel Graphics Media Accelerator X4500HD
I installed forge via the installer (gives you the option to "Install Client", "Install Server", or "Extract").
I got rid of a couple of the mods, and it helped for a while, but then when I exited and returned later, the problem was there again.
