I have run a normal installation from the regular minecraft, and I've also tried running after deleteing my .minecraft folder. I get the error below and I have no idea what I need to do to fix this. I get the same error on MCPatcher even when I attempt to manually adjust the directory.
Delete Your Minecraft App Data Folder. Make sure you have a secure and fast internet connection (AT HOME) and open Minecraft Launcher. Click Force Update and you should start of with a simple Minecraft App Data Folder. Now go to http://www.dl4.9mine...l&id=1376015432 and download the Forge Files. Open the zip and copy the contents of the Folder. Go to Minecraft App Data and go to Bin. Edit minecraft.jar to minecraft.jar.zip so it becomes a zip. open the zip and paste Forge Files into it. Now open Minecraft and Forge should work. If is says Fatal Error, close Minecraft and open it again. If it keeps saying Fatal Error Put a comment saying Not working Please Help.

I don't have a 'force update' option on my minecraft. Also I think that this texture pack wasn't meant for technic, It works on some items and backgrounds but not all.
Also not sure about the help being offered there, you're asking him to delete his whole minecraft directory without backing it up, download a rar archive from a dodgy looking website, change the extension of his minecraft.jar and then put the contents of this 'dodgy' file into it.
Forge has an installer that should almost always be used to install it properly
I agree, shortly after I tried the download I got a virus called 'Tube Dimmer' and from what I read it's a keylogger. I did a system restore and am running a virus scan now.
