That seems to be your problem. When clicking the links you get an error that says accsess denied. What is probably happening is that you're trying to download the capes from Minecraft's official site but since you didn't buy a minecon ticket your account doesn't have access.
As to actually helping you uh... maybe you should try finding another mod? I know there are cape mods out there that actually work or, if you want other people to see your cape, buy a minecon ticket.
