To add to what was said above, ALWAYS make a backup before working with mcedit. it is very easy to destroy your world with a misclick, and alot of mcedit operations can't be undone
Ok so firstly make sure you downloaded it from the official website, you probably did but just needed to check as some sites host fake/broken/old versions of it. (http://www.mcedit.net/windows.html) Then extract it somewhere (which you did). Then run mcedit.exe, the application Now absolutely ENSURE you do NOT have minecraft open, it will warn you and WILL break worlds if you have minecraft open at the same time. You should be on a screen with a black background and a set of buttons, press 'Load a world' to get started. Choose the world you want to load and press 'load' Start editing your world! It can be a bit fiddly to use but just make sure you always save once you're finished (ctrl-s)
You CAN have minecraft running, just in the menu screen! (no open worlds!)

You can use mcedit with the newest version, because new blocks are displayed be their id, just load it up. shouldnt delete anything.
You CAN have minecraft running, just in the menu screen! (no open worlds!)
