1.6.4 won't let me add pixelmon

I've been trying to install pixelmon 2.5.1 all day but for some reason it won't work,I was able to play pixelmon 2.3 but 2.5.1 just isn't working.Everytime I try to launch Minecraft it crashes at the loading screen. it gives this error message:

How did you install it? If you just installed it by dragging and dropping the files, then it wont work(atleast for me). You have to drag and drop the whole .zip into the mods folder in the .minecraft folder. Or else you might just have the wrong version of forge installed.

It's a Zip file and I just drag and dropped it(the ZIP file) into the mods folder in .minecraft.
My forge version is 9.11.1.935 Forge Mod Loader is 6.4.31.935 Minecraft Coder Pack is 8.11
I'm guessing FML is the wrong version since in a video tutorial on installation the guy used a different version

Pixelmon is only up to 1.6.2 currently
Edit: it updated to 1.6.4, but not even forge is halfway with 1.7.2
