Sure, let me rephrase it. When I put my crosshairs over, let's say a dirt block, it the top center of my screen it will say 'Dirt'. I will get some pics.

To change the key go to the inventory screen, Options, Keybindings, World, Highlight Tooltips.
I had the same problem... I was changing keybindings for Minecraft and some of the other Mods and one of the keys I mapped was Numpad 0. Took me a while to figure it out...

Vanilla does not have this ability as such this is a mod issue.
Simple way to test this: play vanilla and see if you get this issue.
