Hello. I am setting up a new server for my girlfriend and I to play on, and I have decided on a list of mods I want to use. Currently, I have a forge server setup that is running several mods all 1.6.2. The current setup is running like this:
minecraftforge-universal-1.6.2-9.10.0.845 1.6.2
Biomes-O-Plenty-0.6.2-1.6.2 1.6.2
buildcraft-A-4.0.2 1.6.2
forestry-A-2.3.0.1 1.6.2
Railcraft_1.6.2-8.0.1.0 1.6.2
The Minecraft clients on both of our our computers are setup the same way:
Minecraft Forge same version 1.6.2
Biomes-O-Plenty same version 1.6.2
Buildcraft same version 1.6.2
Forestry same version 1.6.2
Railcraft same version 1.6.2
Sphax 1.6.2 with the mod addon resource packs for all the mods all version 1.6.2
Now, the proposed server will have these mods installed:
minecraftforge
Biomes-O-Plenty
buildcraft
forestry
Railcraft
Thermal Expansion
The problem here arises from Thermal Expansion. The highest version build for Thermal Expansion is currently 1.5.2. So, I have a list of questions and hypothetical scenarios that I am hoping someone can help me out with.
1) Can I run Thermal Expansion (1.5.2) on my 1.6.2 server and client? If yes, can I use the Thermal Expansion Sphax addon (1.5.2) on my Sphax 1.6.2 resource pack?
2) Can I run a 1.6.2 mod or resource pack on a 1.5.2 client and server?
3) Do the client and mod versions need to match the server client and mod version? i.e. Could I have my server running Forge 1.5.2 and all 1.5.2 mods while the clients connecting are running Forge 1.6.2 and all 1.6.2 mods and resource packs?
I'm going to assume the answer to all of these is probably no, so my final question is; how can I go about downgrading everything? Is the easiest way to do this just to delete everything (neither of us have local saves we care about keeping) and starting from scratch downloading all 1.5.2 material?

The way that mods and Minecraft Forge work, you cannot use previous versions' mods (except in special cases, such as Minecraft v1.4.6 mods being compatible with Minecraft v1.4.7, usually, and Minecraft v1.5.1 mods being compatible with Minecraft v1.5.2 sometimes) in later versions of Minecraft and Minecraft Forge versions made for them.
Also, because of the way that the structures for texture packs in v1.5.2 changing in v1.6.2 (now they are called resource packs, and may also contain other types of media), texture packs (or in this case, patches for a texture pack) are not directly compatible with Minecraft v1.6.2 Resource Packs without prior conversion of the texture pack via a conversion tool.
As for the answer to your second and third questions, all of the mods in the clients' computers (Minecraft Forge included) have to match the versions on the server or there might be conflicts if they are even able to join the server in the first place; the easiest way to downgrade everything would be looking up their Minecraft v1.5.2 compatible versions (if any) and installing them as normal.

I recommend removing the v1.6.2 versions of the mods from the folder before attempting to launch the game in order to prevent possible conflicts.
