Hey guys. I've tried 4 times now to install 2 mods; Optifine 1.6.2 and Too Many items 1.6.2. I looked up how to install mods with the new version and I followed these steps:
Run the Minecraft latest launcher and download v1.6.2
Open Start Menu and type %appdata%/.minecraft/versions and press Enter.
Copy/Duplicate the directory named 1.6.2 and paste as 1.6.2 Mod (you may name however you please, but everything must match) so there are now two copies.
Enter new/duplicated directory and also rename the Jar and Json files, make sure they match directory name. (For e.g. 1.6.1ML.jar – 1.6.1ML.json)
Open the Json file in your preferred text editor program and change the following: "id" from "1.6.2" to "1.6.2 Mod"
I start Minecraft up, and this is the error message I get:

Why would Minecraft need to download the .jar file if it's already on my computer?
i fixed this go into your folder which contains the .jar and .json and if you added .jar after your ml or whatever you said u put delete it...
should look like this

It's already like that. I'm running Windows 7, and it doesn't show the file extensions with the names, unless it's a file that it doesn't recognize. What now?
I have a similar problem, when I launch 1.6.2 (using minecraft launcher 1.0.8) the launcher resets the 1.6.2.jar file to a vanilla one, removing the changes I've made. In my case removing optifine and better sprinting, and restores META-INF. I've tried setting the file as read-only, but then minecraft wont start, and I get this at the end of the error message: Gave up trying to download https://s3.amazonaws.com/Minecraft.Download/versions/1.6.2/1.6.2.jar for job 'Version & Libraries'
