I've created a profile that is rolled back to the 1.4.6 Minecraft with Forge and Red Power 2 working wonderfully. The issue is that I can't seem to get the 1.4.6 NEI working properly. I've tried multiple sources to download the jar files (codechicken and notenoughitems) yet none of them work.
The last attempt I've made is via this thread by going to the "Old Versions" and downloading the last 1.4.6 version of CodeChickenCore and NotEnoughItems. I proceeded to put them into the mods folder in my .minecraft directory and ran the 1.4.6 profile. The game does start up smoothly and everything works, but when I go into my inventory I don't get the NEI GUI and pressing O doesn't work. The Controls menu doesn't show a key to show/hide NEI, so I there is definitely something wrong with how I'm installing it, I'm just not sure what it is.
If it helps any, the versions I downloaded from the above link are as follows:
Also tried adding NEI_RedPowerPlugin - ver. 1.4.3 after seeing that the combination of the other two didn't work... Not sure why I thought it might do anything different, but I was desperate and wanted to give it a go.
If you're using the new launcher's profile feature, NEI won't work. Old NEI only works if your JAR file is named minecraft.jar -- if it were named this it wouldn't work with the new launcher as it must be named after the version.
A work-around is to use the old launcher, then move the 1.4.6.jar to the bin folder and rename it to minecraft.jar.
Egh, I can't seem to get it to work... It's not possible to get a newer version of NEI to work with version 1.4.6, is it? If not, is there another item recipe book option other than NEI that would work?

If you don't already have the old launcher, get it from 'Show old download options' on http://minecraft.net/download, and run it once (logging in and playing). Next, browse to your .minecraft folder, go to bin and delete the current minecraft.jar. Then go to the version -> 1.4.6 folder and copy the 1.4.6.jar into your bin folder, then rename it to minecraft.jar (if you are using Windows and do not have file extensions enabled, e.g. lacking the .jar, rename it just minecraft).

Okay, I'll give that a try Thank you!
