I decided to reinstall my bin folder, because I wanted to reinstall my minecraft.jar because there were many mods on it. Unfortunately, I restarted Minecraft only to find it didn't redownload. Anyone know how to fix this?

I joined in 1.2.5, summer 2012. First thing I ever built was a bunker in a hill next to a swamp, that had a diamond block entrance with a piston door, with bedrock and minecart tracks further in. I wish I'd kept the map around.
Did you want a fresh clean .jar or did you want the same one you had before?

There you go. Every Jar your little heart can imagine.
It's now relocated in versions folder. The BIN folder isn't necessary anymore.
Inside (supports now multiple versions for the new launcher):
Take 1.6.2. Inside:
The JAR of the version now is a new minecraft.jar. Example: InsertVersionHere.jar
