I deleted my old .mincraft folder because of some mods i couldnt quite delete properly, updated using the new launcher, and now the 1.5.2 minecraft.jar is in a folder called "versions" and "bin" is nowhere to be seen!

No they don't. You just have to do a bit of a work around to get things working.
1) Create a profile for vanilla 1.5.2. Have it download and install 1.5.2. Then close minecraft and the launcher. (I know you already did this, this for anyone else who reads this post).
2) Go to your minecraft versions folder. Select the 1.5.2 folder, right click it, select copy, then paste it to your desktop. Don't drag and drop it. This way you have a working vanilla 1.5.2 without having to download it again if needed.
3) Rename the folder. I would do something like "1.5.2 MOD". Now open the folder. There will be two files, 1.5.2.jar, and 1.5.2.json. Rename both to the same name as the folder. Now open the json file with notepad and replace the entry that says "1.5.2" to whatever you named the folder.
4) install any mods that go in the jar as you normally would. Only difference is the jar file will be whatever you named it, instead of minecraft.jar. Then move this folder into the versions folder. If you've done everything right so far and used my name recommendation you will have 3 folders in the versions folder. 1.6, 1.5.2, and 1.5.2 MOD.
5) Start the launcher. Create a new profile and name it something like "1.5.2 with mods", for the version, select "release [name of the folder]". If you did a name starting with 1.5.2 it will be directly above release 1.5.2.
6) Click play to start minecraft using the modded version.
I've done this successfully, and have 1.5.2 working with Forge, Optifine, Too Many Items, and several Forge mods with the new launcher.

Doing this makes the game reaquire the files it needs. But it downloads 1.6, and 1.6 doesn't have a bin file.
