Every time I try and delete the "META-INF" file it says it's being used by another process.

Make sure your Minecraft is closed before trying to edit the jar.

That. Also to answer your 'is there another' question, check out 7Zip. Not everyone prefers it, seeing as it is less pretty, but I love it compared to WinRAR, and you don't get the annoying pop up about paying every time you open it.
