I think it's Cartographer. That's what I've seen it does when you take a picture using it and it's similar to what you're experiencing. Try uninstalling that and have another go. Basically just try uninstalling all the mods one by one. (Besides Forge for obvious reasons)

I used my vanilla setup for mc using magic launcher, created a new world and its still the same.
Also I noticed in the log it was saying something like: ######GL error##### post render error or something.
EDIT: I did another force update this time only installing forge and it causes this problem.
It could be the forge build thats glitching it out

I probably think its either forge or player api (for smart moving) because when I force updated the textures were normal.
