Can't mod dev launcher no .json file

To start off I have to say I posted this in snapshot area with no luck...

I am trying to mod the 13w19a snapshot but I am unable to find the .json files anywhere...
I just downloaded the new MinecraftDev launcher and completely deleted my .minecraft folder to start from scratch... but my the launcher doesn't see that i have a another version it only detects the default snapshots and 1.5.2 ... i have no json files anywhere to edit ...any one help

i should also say that in the most recent snapshot there is no .json file either

It should be in {your Minecraft folder}/versions/{version number}/{version number}.json

there are no .json files at at location ".minecraft /versions/{version number}/"

just downloaded snapshot 21b and it had a json file
