I started off with 1.5.1 vanilla (no mods) and everything was fine. Plenty of rain, never got to a biome with snow so I have no idea if that worked or not.
I later started checking out a few mods. First Recipe Book with ModLoader, then NEI with Forge. The rain was still good there. I then wanted to try some things I learned from a few YT videos and use NEI to stop the rain, in a new creative world. I never knew at the time that right-clicking on the Rain button in NEI did anything so I never did it.
As far as I know, and can remember, back in my survial world the rain still worked.
I later for Optifine to try out some HD textures. I looked at some of the settings and what they do but did not mess with any of the weather or rain/snow settings. I only moused over and read what they did.
Some how after a while I started to notice I wasn't getting any rain. I Googled it like crazy and try everything, double checking things, even used NEI to disable/enable the rain using the right-click. Quick verification on NEI disable/enable rain setting; if I mouse over it and it says "Enable Rain" then that means the rain is disabled and I need to left click it to enable it again. Correct?
I updated to 1.5.2, which is what I'm on now, and still nothing. I even created another new world and still nothing. Tried it with and without mods in 1.5.2. Carried only my stats and savegame folder
The only thing I haven't fully tried yet is creating another new .minecraft folder with 1.5.2 all from scratch, not even log in and play offline (which is what I'm doing anyway) as "player" and see if it rains then. Maybe that one I might not have given enough time.
I do sleep a lot, which according to the minecraftwiki.net says "When the player uses a Bed, the rain stops when they wake up." Which is the only other thing I think of, but then I do seem to remember before the issue happened that even after sleeping some times it would still be raining.
Other than that does anyone have any ideas what else to try?
I should also mention that I'm still getting started with Minecraft and as such I haven't paid for it yet, only play offline singleplayer, so doing the force update does nothing. I have to login to the 'in browser' demo first to get all of the files I need. And when updating I had to rename the 1.5.1 .minecraft folder to get 1.5.2.
I hope all of this wasn't a "tl;dr" for some of you. I normally do PC software & hardware support on other forums and the more info on what the person has and hasn't tried the easier it I find I can help them, so I'm just passing that philosophy here.

I don't think the OS and Java version should matter in this case.
Try Minecraft without a texture pack and see if there is any rain. If there is still no rain, close Minecraft, delete the options.txt and optionsof.txt files in (assuming you're using Windows) %appdata%/.minecraft
I've been playing without texture packs since last night. Today I'm going to try to stick close to home and not use the bed and see what happens. But I did remove the 2 options files and restarted the game, the only option I changed is the FOV and turned off the music (nice but annoying at times) everything else I left as default.
Update: Ok I guess it was just because I was using the bed every night as to why I wasn't getting any rain.
I've gone back to my original modded .minecraft folder and just not sleeping and I am getting rain.
