I downloaded the "More Explosives" mod and placed it in my mods folder. (I'm using forge) It worked perfectly.
Then I wanted to delete it. I delete it, and it seemed ingame as if it were deleted.
One question however. When you place a mod in the mods folder and run Minecraft, does it leave any trace in the jar or any other place? I know it sometimes created a config, so I checked for that in the config folder. Does it leave any other traces?
While some mods save certain files, like a config as you said, but it shouldn't work/show in-game. Try making a new world and see if that works. Also be sure you restarted Minecraft.
