I think I know what the problem here is. Every time forge is ran as a new installation, it has to download some files that are used to run forge. The error log you have here basically says that there was a problem with forge connecting to the internet. You could try one of two things:
a. Make sure you are connected to the internet and not in the launcher's offline mode.
or
b. if the previous suggestion doesn't work you could install the libraries that it needs to download manually.
Download and install needed libraries
Close your client / server if not already done. Open the lib folder located either in your .minecraft directory (for client) or next to your minecraft_server.jar (for server)
