1.5 forge problem please help!

I follow tutorials and everything on youtube on how to install MC forge but it will not work! I import the files from forge to MC.jar on winRAR and it still doesn't work. What is supposed to happen is the FML loader is supposed to pop up and modify it when I log in but it doesn't come up. Can someone help me on how to fix this? Thanks

did you delete the files in the meta-inf folder as required?

http://www.minecraftforge.net/wiki/Installation/Universal

Open your minecraft.jar file and the universal zip file. Drop the contents of the zip file into minecraft.jar then delete the files in META-INF which begin with MOJANG.
If using a mod manager, place the forge zip under the jarmods section.

looks like I'm not the only one with this damn problem...
I tried every single build from 0.582 til the latest and even the recommended!!
What's wrong with it...!?
