Hello. Before we start, I want to tell every single person who does not want to read my issue that my drivers are fully up to date and I don't need to update them. Thank you.
It is the "Pixel Format Not Accelerated" Error, and it says that it can't find OpenGL. I can play Minecraft modded on my main launcher because of a special code that does something to the launcher with the cmd script and runs the game. But if it's any other launcher, it fails.

I do not want to see simple "Update" answers, my drivers are up to date, java is up to date.

Maybe its a forge issue? Try running it on a different version of forge.
And maybe try updating the game to 1.4.7, because 1.4.7 will work to almost all the 1.4.6 mods and the 1.4.7 patch has a lot of bug fixes.
(If your Windows Update says your driver has no updates and the Device Manager shows that your video driver is fine then most likely its not the error of a video driver.)
Oh, I was able to solve it.
If you go to Display > Settings > Advanced > Troubleshoot > Put the slider at the third "Tick", it will most likely work. That's for others who have this issue.
