What I have tried:
Redownloading launcher
Downloading different types of launcher
Downloading different builds
Deactivating Anti Virus
Changing RAM allocation
Still, when I attempt to download minecraft.jar, it goes to a percentage (between 10% and 90%) and freezes saying "Download failed."
I want to try Tekkit, not sure what I can do If I can't even download the jars.
Have you tried updating Java to the latest version (http://java.com/en/) ? Last time when you scanned with HitmanPro, it found quite a bit of trojans. If you're just that kind of lazy person, you should run ComboFix. (AT YOUR OWN RISK)
During ComboFix's scan, do not mouseclick the window, it will cause it to stall. Close all programs and AVs then run ComboFix. It might take longer if system is very infected. It will automatically delete all threats. It is normal for your computer to reboot many times during scan.
is the launcher downloading an old jar, or a new jar? as in 1.2.5 or 1.4.2?
if its the 1.4.2 then i think its an issue with technic, i saw the same issue when testing a problem out.
i would check the technic forums out, they may have a fix
also, check out this www.feed-the-beast.com new mod pack thats 1.4.2 updated, and is using all the great mods (ee3 is on its way)

Newb to tekkit, sorry ;).
I check the tekkit forum, I haven't even gotten a reply from the bug report I submitted a few months ago. As far as asking the tekkit community, for some reason I don't have posting privelleges, i'm flipping desks right now.
welcome to the high quality support of tekkit forums (heard a few times from people who can't post or get help hehe ) though they maybe just a few small cases
try deleting the .techniclauncher folder and start again (will clear everything, so not a big issue if your new)
personally as you are new to this kind of thing, i would really suggest you look at the FTB pack i mentioned, its basically technic but alot better and uptodate, technic is still using 1.2.5
