I set my IDs in my config, then, when I start up Minecraft, they are completely different. For instance, I set IC2 block/item IDs to range between 1600-1899. I set that in my config, I start up Minecraft, and I now have block/item IDs in the 2000+, even one item with a 30k+ ID. I have many mods, and have manually set all the IDs, yet when I start the game, my IDs aren't the same in game as they are in the config.
Forestry, railcraft, IC2, thermal expansion, buildcraft. Those are just the ones I've tested so far...
Any help would be much appreciated.

edit: I've been playing around, and it seems the block IDs stick, but the item IDs don't. The item IDs just make themselves whatever they want to be instead of being what I set in the config....
