You need to open the config files and change one to a different number that isn't being used.
Both mods are poorly written, so it isn't easy to identify what mods are causing the error.
If you know what mod blockhutbarraks is part of, what mods adds barracks, open the config file and change that one.
If you don't know then yogsbox forums are probably a better place to ask, they likely have seen it many times there.
