Yeah, you're missing the icearrow.png file, presumably from the Elemental Arrows mod you have installed.
Try deleting your .minecraft/bin folder, load up Minecraft, close it back again, and re-install your mods one by one, checking after each install. (Don't forget to back up your saves also!)
Also, ask a mod to move this thread to Technical Support, or whatever that forum is called.

Either that or it's the fact that the Cars Mod it for 1.3.1, and you're using 1.3.2
