With VERY limited content onto my background (None) and why I'm offering this help, I'll get straight to what you care about.
All info is up to date, working for 1.4+, as of November 3, 2012.
Keep in mind, this is work done for you on the basics. These are the main two core compenents I've always found essential in starting up a server.
This is, of course, after you've downloaded the server.exe from Minecraft.net (And port-forwarded) and installed the latest craftbukkit.jar from Bukkit.org (Beta+ Recommended, in my opinion), then renaming it as "bukkit.jar" if necessary.
Step One:
Installing GroupManager Bukkit Plug-in, and copy/pasting the config text into it from below,
I highly recommend not using Jobs and Timeismoney on your server.
Unfortunately last night, I found they're both incompatible with 1.4.2 ultimately.
In result, one somehow managed to extend the coding in my jar file somewhere and break it completely, in turn forcing my hand to manually re-upload a new one, causing all sorts of chaos in my server.
I contacted my host about the situation.

Installing all the plug-ins by name (Below) from Bukkit.org, easily configuring them yourself as needed,
With only these two vital pieces of information, I've managed to gain over ten different donators totaling of around $100 profit in only month one.
This is also for a survival server, mainly.
