As a diagnostic step, please create a new world and see if it occurs there. If it still does, please reset your options.txt file. You may need to reset your Minecraft settings to default. To do so, open your .minecraft directory and delete the file called 'options.txt'.To get at Minecraft's locally stored files using the launcher, start the launcher. Press Edit Profile, then Open Game Dir.
