Have u the Problem only on one world or on all world? (try to open a new world and look if the Problem still happens.)
Ok the computer specs are.
Intel(R
Pentium(R) 4 CPU 2.80GHz
2.79 GHz, 1.24 GB of RAM
And on my regular worlds my fps is about 8 fps.
But on my classic flat worlds I have about 23 which is fine for me.

That is why... You have 1.24 GB of ram. You allocated 3 GB of ram that you don't have with the profile editor.
Don't allocate every bit of RAM either! Windows has processes that need to run in the background, even though you are just using one application. Windows Task Manager can help you see how much your PC needs.
Is it Windows XP, Vista, 7, or 8x? (Press Win+R, then type "winver")If your running Windows Vista or later, you can use Windows ReadyBoost to quickly add ram by inserting a flash drive and get more ram... 1.24 GB is not much.
Pentium 4 is also a bit old, and my experience with it for Minecraft has been poor.I'm assuming you have tried the obvious of lowering the video settings.
You may just want to re-install Minecraft. Removing the launcher does not remove any game data (like maps, mods, textures).
If anybody here knows where Minecraft stores it's configuration settings, it may help determine what the issue is. I really doubt it's in the Registry, especially because it's Java. If that was the case, it would be extremely hard to fix this issue... Messing with the registry can ruin a PC instantly. Hope this helps
