I don't know if I am the only person in the world who gets this problem and I don't know how to fix it, but if anyone of you guys are getting it, please atleast spread this post around so that we can get help !!
So here is the problem-
it all started the day I deleted my .minecraft folder to reset my Minecraft. I used to do this before to reset my Minecraft and it usually worked. But that day onwards, I started getting this error. Now, whenever I try to login to my Minecraft, I get this error. Here is a screenshpt of the error --- http://prntscr.com/38zszv --- I triedEVERY POSSIBLE THING TO FIX THIS BUT IN VAIN.
If there is anyone in this entire forum who can help me, please do because I really appreciate it.
Connection refused usually means that the server you tried to reach doesn't accept the request you made. That's probably a problem on mojangs side. But it could also mean that some kind of firewall is blocking the request. I would check on that.

I assume the problem persists. The mojang servers are currently all online that means the problem is on your end.
Either the firewall on your PC blocks the connection or the firewall of your router. If it's on your PC you could try looking for a tutorial on "How to unblock Minecraft from firewall" or something like that. If it's not that, it's probably the router. If you're eg. in school, they probably block the connection. Or if you are at home you would need to check by yourself on your router.
