The Intel 4 Series (and older) video cards are unable to play 1.7.4 and future versions of Minecraft. You will need to buy a new video card or computer to play new versions.
For now, you can still play 1.7.2 or older versions of the game.

Thank you! But darn do you know how much that will run me off the top of your head? The video card I mean or is it just better to get a whole new computer?

That depends really upon your current hardware.
See if your current computer meets the requirements (other than graphics card): https://help.mojang.com/customer/portal/articles/325948-what-are-the-system-requirements-
If it does and it's a desktop, then you can probably upgrade to a modern graphics card that will run the game decently for around £100 or less.

Hmmmm I have my eye on a decent computer fro $500 but I'll check those requirements
ya I am running bare minimum I think the new computer will be worth it long term
