Download the offline installer: http://java.com/en/download/manual.jsp
If you have a 32-bit system, get Windows Offline (32-bit).
If you have a 64-bit system, get Windows Offline (64-bit).

You clearly haven't, as the offline installer will not freeze on the 'Downloading' screen as it has nothing to download.

http://gyazo.com/aed4b7632af1206ccfb03d268903799e has been stuck at this screen for 10 minutes... does that for every java thingalso when it does finishing downloading it doesnt read it
