First, navigate to your .minecraft folder. To get at Minecraft's locally stored files on Windows, press Win+R, and in the window that appears, type %AppData%\.minecraft and click OK.
Once there, delete launcher.jar and launcher.pack.lzma. If you are unable to delete them, try renaming them.
Afterwards, try the launcher again.

Please try excluding the following folder from Trend Micro: C:\Users\Carson\AppData\Roaming\.minecraft
If this doesn't help either, disable or remove Trend Micro and see if that helps.
I've also noticed your Java is outdated, so please reinstall it:
First, go to the Programs and Features in Control Panel. Uninstall everything that says Java in the name. Then, go to http://java.com/en/download/manual.jsp to re-install Java.
I have added minecraft to my list of exceptions in Trend Micro, still doesn't work. Any suggestions?
