your graphics card doesn't have any drivers for windows 8.1, you will need to downgrade to windows 8, or get a newer graphics card

the windows 8 drivers for your card are here http://support.amd.com/en-us/download/desktop/legacy?product=legacy2&os=Windows 8 - 64

you could try them but i don't think they will work
