Ok, so I've been having performance issues with minecraft.((note: i havent tested any other game to find out if its my computer or if its minecraft and java being weird)) Ok so i allocated 5GB's of ram to get better fps((which gave me what.... 20 fps which isn't a big difference))and this was a week ago when i was getting 150-250-300 fps on max settings but i was getting a weird fps shutter when i wasnt even doing anything laggy.... i would stand still and still get the shutter. so i turned mipmap off and it seemed to fix the shuttering but now its 2 days later and im getting 90 fps on max and only 150 fps on minimal settings and i actually get more fps when my chunk updates are high. and before i was getting 600-1000 fps on minimal. so someone please tell me why my computer is getting slower and yes i am using optifine. also my minecraft eats memory like a fat kid with ice cream.... i have 5 gigs allocated and it uses half of it all the time even if i have my settings on minimal and im looking down. my specs are

AMD FX(tm)-8320 Eight-Core Processor 3.50GHz (its supposed to boost to 4.0GHz but it has not yet done so)

8GBs of DDR3 ram that is 1600 MHz

NVIDIA GeForce GTX 650 1GB

Also its windows 8.1 not 8 but 8.1

*EDIT: also when i have it on default ram usage it always crashes and it says it ran out of memory. lol i forgot to add im running 1.7.4 because 1.7.5 doesnt have optifine yet

Did you try to play without Optifine? A lot of people see there performance being worst with the mod installed, it's possible you are one of them. Also, try to limit how much RAM you allow to Minecraft. More isn't always better. Try maybe 2 GB at max. Finally, try to limit FPS at 60 or something, it might help too.

it helped with fps but im still getting weird rendering problems and an occasional fps lag line... its a distortion on my screen...
