I have the latest version i think (if they havent updated it after 2/21/14) and I have 16GB of ram. My OS is Windows 8.1, if you need to know that too.
I tried to allocate 8GB of RAM, but I am getting "The Java virtual machine could not be created".

In that case you're likely running the game from a 32-bit version of Java.
Please uninstall Java and install the desired version here.
