I was playing this super flat world with a pyramid right next to a village

I was playing the normal 1.7.4 when it fell night time(i was playing on hard) and when the zombies started attacking the villagers, when the villagers died, they didn't even turn into zombie villagers! Is this a bug, or did Mojang remove zombie villagers? Help!
How many did you see? I just did a quick test, and while they weren't turning into zombie villagers 100% of the time (on hard) like I thought they were supposed to, they did still change sometimes (about 50% I would estimate, although I wasn't actually keeping count) and would simply fall over dead the rest of the time.
There is supposed to be a 100% chance of a villager becoming a zombie villager on Hard, 50% on Normal and 0% on Easy; I know that 1.6.x works normally in this regard (as described in the Wiki); I've also confirmed this from the 1.6.x code, which first checks for a difficulty of 2 or more (2 = Normal, 3 = Hard), then if the difficulty is 2, a random boolean value (true 50% of the time) is used to abort spawning a zombie villager.
