It looks like you are in a Multiplayer server and lag may cause it. Has this happen in singleplayer? If so, try the usual method of trouble shooting Minecraft first (Update Java, re-download .Minecraft files, update drivers and delete multiple Java versions).
I used to have similar problem which I fixed via setting Minecraft on high priority on 2-4 cores via task manager.
Please help. I have reinstalled the game and looked through my settings to make sure everything is correct.
