This is a rather interesting error with creating a SSL socket, which could be a couple of things at fault.
First, you should reinstall Java.
To do so, go to the Programs and Features part in Control Panel (Add and Remove Programs on XP).
Uninstall everything that says Java in the name. Then, go to http://java.com/en/download/manual.jsp to re-install Java.
Afterwards, try Minecraft, if it does not work still, please do the following;
