Lag spikes tend to happen, especially with laptops. I have an eMachine PC, and it sucks, so the game lags quite often. To stop it, I just turn everything on video setting to the lowest option, even Vsync, which I can't quite remember what it does. I beleive it stops frame skipping, an example would be on a picture, there is a streak through it because of the camera. But anyways, Minecraft lags a lot unless you have a brand new PC or gaming laptop. It is stupid, because of how simplistic it appears, but seeing as how I've made a game before (unpublished) a lot of coding must be done, and too much coding means a better game, but with less FPS. Plus, 20-30 should be okay, most Playstation 3 games/Xbox 360 games ran at 25 FPS until 2009, when they hit 30 FPS. With Minecraft, to high of an FPS also, oddly enough, creates lag. 20 - 50 is where you want to stay at. If you are using more than one mod, it can make even more lag. Even just one mod. Optifine only works good with medium to okay gaming computers, and okay gaming laptops. Otherwise you just have to suck it up. Try the super secret settings on 1.7; some make the game lag or even crash, but if you are lucky you will get certain ones that make it run faster, like the black and white setting.
I have a Lenovo laptop, Windows 8 and Windows 7 (you can use both). I have minecraft with 64-bit Java. i play with usually around 50-55 mods and still have appx: 30 fps, i have video settings on: Graphics, Fast Render Distance, Normal Smooth Lighting, Minimum Performance, Balanced Brightness, +50% Clouds, Off (unless i want them to, with clouds around 25 fps) Particles, Decreased Fullscreen, Off (although i do have it on 'Large Screen' i have fullscreen off so i can do other things, such as using youtube or playing music, fullscreen wouldnt affect my fps) Hope this helps in any way! P.S. when my fps gets low i press F3 + A. doing that reloads all chunks so there is less for it to constantly have loaded. ( i play MC 1.6.2 for my mods, on 1.7.4 with no mods i average 45-50 fps)
