I get an Average 30 fps while not recording with fraps, and when recording i get only 15 fps Average.
My Current Settings For Fraps is:
Fps: Checked
Frametime: Not Checked
Max/mim Average: not Checked
Video Capture Settings: 120 Fps, Half Size
My Minecraft Settings
Render Distance: 10 Chunks
View Bobbing: Off
Graphics: fast
Particles: all
Use VSync: On
AnisoTropic Filtering: Off
Smooth Lighting: Off
Max FrameRate: Unlimited
