The AMD HD 4000 series and below cards are not officially supported under Windows 8.1.
You need to update your drivers, albeit a very dodgy and "not always working" way. It is very tricky to install legacy(old, outdated and no longer supported) AMD drivers on Windows 8.1, but you can attempt to do so anyway.
Use the uninstall option of the Catalyst Software Suite to remove all AMD components from the computer.
Use the install option of the Catalyst Software Suite to do an Express install of the driver.
Change the display adaptor to use the new driver:
Navigate to Control Panel > Hardware and Sound > Devices and Printers > Device Manager > Display Adaptors > ATI Radeon HD 4800 Series.
Right-click on "ATI Radeon HD 4800 Series" and open "Properties".
Click on the "Driver" tab and click on "Update Driver".
Select "Browse My Computer for Driver Software".
Select "Let me pick from a list of device drivers on my computer".
Select "ATI Radeon HD 4800 Series" (the one without "Microsoft Corporation...").
Click "Next". The driver should start installing and your screen should filcker a few times.
